Introduction to CSA PLUS 4012 TECHNICAL GUIDE Visual inspection of Sewer Pipe

The CSA Plus 4012 Technical Guide is a significant addition to accepted practices in Canada. The Guide provides timely guidance on bridging the gap between data collection and condition assessment methods and municipal decision-making. It introduces the concept of distress and defect “severity” and “extent”. It also provides a framework to organize distress and defect codes into “primary failures modes”. Finally, it maps NASSCO PACP® codes into this framework. In a comparison of ten national and international standards it was determined that a significant number of codes are in use among these standards. The comparison highlighted the similarities between the compared standards and showed that, overall, there is significant commonality among the systems.

Condition assessment is an important part of infrastructure asset management. Accurate, consistent, repeatable condition data is the foundation of municipal infrastructure program, budget, service level, and long term financial planning activities. The evaluation of the physical deterioration and operational condition of gravity sewer pipe is an important element of any asset management system. Standard code and data management practices allow for benchmarking of sewer pipe conditions within a utility, and comparison of conditions from one time frame to another, and from one utility to another. This new Guide, along with the PACP Canadian Edition is a ‘must have’ for every Canadian municipality!

Training Program Overview

This training program outlines proper use of the CSA Plus 4012 using the PACP Canadian Edition as the standard approach to sewer pipe inspection.

CSA Standards, working with NASSCO, Inc. (National Association of Sewer Service Companies) , have created the Canadian Edition of the Pipeline Assessment and Certification Program (PACP®), available through certified trainers across Canada. The Canadian Edition includes the NASSCO PACP® manual and CSA’s plus 4012 Visual Sewer Pipe Inspection Technical Guide. These resources provide industry with the ability to accurately model infrastructure assets using standard tools and methodology common across Canada and the United States.

The CSA plus 4012 Visual Sewer Inspection Technical Guide introduces the concept of distress and defect “severity” and “extent”. This provides a framework to organize distress and defect codes into “primary failure modes”, and maps the PACP® codes into the framework – a significant addition to accepted practice in Canada.

The PACP® provides a standardized, consistent way to evaluate sewer pipe conditions and manage TV inspection results, with the goal of providing comprehensive, reliable data to describe the sewer pipe. This data helps in prioritization, planning, and renovation of wastewater collection systems.
