CSA Announces Carl R.Wilson as the 2009 recipient of the prestigious John Jenkins Award

TORONTO, June 15, 2009 - Canadian Standards Association (CSA), Canada’s leading developer of standards and codes, today officially announces Dr. Carl R. Wilson, P.Eng, president and principal consultant, Carl R. Wilson & Associates Ltd. as the recipient of the 2009 John Jenkins Award. The award is CSA’s most prestigious honour, bestowed upon the person who is judged to have rendered distinguished service in the development, advancement, and application of voluntary standards.

The 2009 John Jenkins Award was presented to Dr. Wilson of North Vancouver, British Columbia by Julia Hill, Chair of the Board, CSA Group at a special awards ceremony held during the CSA Annual Conference in Gatineau, Québec. The award was conferred in recognition of Carl R. Wilson’s 37 years of inspired leadership, international involvement and extensive contributions to wood product and design standards.

"Carl Wilson is an influential and inspiring voice, one that helped steer CSA’s wood product and design standards to the leading edge in their field," says Suzanne Kiraly, President, Standards, Canadian Standards Association. "He is highly regarded for his vast technical expertise, persistence in resolving issues and his ability to forge consensus. Carl is considered a mentor to many and he exemplifies true professionalism in his ability to manage and balance diverse interests, including provide input on standardization, not only in Canada, but also in China, South Korea and Taiwan."

Wilson's weighty achievements have been accomplished during his nearly four decades of close collaboration with colleagues, the Canada Wood Council and FPInnovations, as well as through his leadership of ISO TC 165 and involvement in numerous committees and working groups that impact timber engineering codes and standards in Canada, the U.S., and around the world.

His first involvement with CSA was to provide administrative support (1972) to the Technical Committee (TC) on Engineering Design in Wood (CSA 086), which he became a TC member in 1976. Under his guidance as Chair of several TC subcommittees over the years, and of the TC itself from 1995 to 2008, the CSA 086 standard has evolved into a fully reliability-based design code that is the envy of other countries. In addition, he has served other CSA committees involved in strategic development/positioning, structural design, and standards affecting the international acceptance of forest products.

Initially, Dr. Wilson’s international efforts were focused on leveraging his knowledge of standards to gain acceptance of Canadian forest products in several European countries. He later led a Canadian team which worked with the U.S. in a major undertaking that now forms the basis of design values for lumber in North America and is frequently used as the template for Canadian, U.S. and international codes. During this period, he was also involved in the early development of programs and guidelines for environmental audits and hazardous materials use, handling, storage and disposal. He also served as Chair of the Canadian Pulp and Paper Association’s Environmental Committee.

In the late 1990s, Dr. Wilson became Chairman of ISO TC 165 on Timber Structures, where his broad background and exceptional knowledge has been invaluable. He also heads the Canadian Advisory Committee that solicits Canadian input and prepares Canadian responses to that committee.

About the John Jenkins Award
The John Jenkins Award is CSA’s most prestigious honour. Nominations for the Award are open to individuals who have: shown leadership in various areas – through personal involvement over a period of years – in the development, advancement, and application of voluntary standards; encouraged the development and advancement of standards both nationally and internationally; and through foresight and action, helped to substantially advance the arts and sciences related to standardization. CSA employees are not eligible.

Established in 1978 in memory of Dr. John Jenkins, the award commemorates the devotion and commitment demonstrated by Dr. Jenkins’ more than 27 years of voluntary service to CSA and standards development. Dr. Jenkins immigrated to Canada from England in 1912 and went on to graduate from the University of British Columbia in 1923 as the country’s first Forest Engineer. He served as a Colonel and Director of Military Planning at Defence Headquarters during World War II and, before his retirement in 1966, he was Director of the Forest Products Research Branch for the Federal Department of Forestry.

During his time with CSA, Dr. Jenkins served as President – now Chairman of the Board – from 1967 to 1969, Chairman of the Standards Policy Board from 1969 to 1977, and Chairman of all major Standards committees related to lumber and building products. On June 19, 1975, Dr. Jenkins was inducted as an Honorary Member of CSA in recognition of his outstanding service. He passed away at his Ottawa home on November 7, 1977.
